西南地区私人生态产品市场的运作研究

Market Mechanism of Private Ecological Products in Southwest China

相比于公共生态产品,私人生态产品是具有排他性的绿色私人产品的总称,其以第二产业的生态产品为主体。当前,西南地区私人生态产品的生产以节能减排为主要手段,仍存在节能减排标准不清晰、激励不当、产业布局不合理等问题。采用政府调控和市场调节两种机制,提出以城市功能区优化为主导的宏观调控,以碳交易为主体的事前管理,以生产工艺定碳税税基为主体的事后管理等政策建议,以增强西南地区私人生态产品的生产能力。

Compared to public eco-products, private eco-products are the general term of exclusive green private products , which are mainly produced in the secondary industry. Currently, private eco-products are manufactured by means of energy conservation and emission reduction in southwest China. However, there still exist some problems such as unclear standards,inappropriate incentives, unreasonable industry distribution. In this paper, two mechanisms , namely the government control and the market regulation, are adopted to enhance the production capacity of private eco-products in southwest China. It is suggested that the macroscopic control should focus on optimizing the urban functional areas and the market regulation should focus on carbon trading before production and emphasize carbon tax after production.
