基层乡政与村治衔接存在的问题与对策研究

乡镇政府是我国基层行政机构,村民自治委员会是村民自治的有效形式,实现乡政与村治的有效衔接具有重大的意义。当前,乡镇干部认识不足、政府职能越位、干部考核方式不够完善、部分村委观念狭隘是制约乡政与村治有效衔接的主要问题,其主要原因包括相关法律制度不完善、主要领导民主意识淡薄、村民民主意识增强、直选制度欠缺完善。因此,必须持续提高干部的学习能力,不断健全和完善相关的制度,加强民主自治的建设,合理转化乡镇政府职能,促进乡政与村治的有效衔接,推动社会的健康发展。
