Six principles of industrial policy optimization for BDS

为了进一步促进政府及其有关部门对完善卫星导航系统应用产业政策的重视,从市场失灵、比较优势和产业竞争3个理论层面阐述了我国需要进一步完善BDS应用产业政策的必要性;进而从实践层面通过我国与美国等发达国家的比较,阐述了需要进一步完善BDS应用产业政策的紧迫性;在此基础上,就如何完善BDS应用产业政策,提出应遵循政府主导、与市场经济体制相适应、放眼全球立足国情、系统设计整体推进、抓住关键突出重点、重视研究论证等原则。最后提出:加快完善BDS应用产业政策不仅是大势所趋,也应该是我国"十三五"完善产业政策的重要内容之一;建议有关部门将完善BDS应用产业政策纳入"十三五"国家产业政策规划,并尽快提上相关议事日程。

In order to draw government and relevant departments＇ attention to improve and complete the industrial policy for application of satellite navigation system,this essay illustrated the necessities of improving BDS implementation policy from three theoretical perspectives of market failure,comparative advantage and industrial competition;analyzed the urgency and status of improving BDS implementation policy with the comparison between US and other foreign countries in practice;and then put forward six principles for the development of BDS policies,which are obeying the direction of central government,adapting to the economic development,considering the fundamental realities of the country,integrating the systematic design and implementation,aiming at key points,and emphasizing research demonstration.Finally,it was suggested that accelerating the improvement of BDS industrial policy would be not only an irresistible trend,but also an important content for the13 th Five-Year Plan.Hence,the relevant authority should subsume BDS implementation industrial policy into the 13 th FiveYear Plan as soon as possible.
