我国城乡保障性住房建设资金供给主体研究——基于“四化”同步发展视角

A Subject Study of Fund Supply in Urban and Rural Affordable Housing Construction in China——Based on the Perspective of "Four modernizations" Synchronous Development

本文首先探讨了保障性住房的产品属性,分析了我国保障性住房供给主体现状及存在的问题,在此基础上,以"四化"同步发展为视角,考察了政府、用工企事业单位、社会资本以及农村集体经济组织作为住房保障资金供给主体的必然性,然后分析了当前为实现住房保障主体多元化目标必须进行的相关制度创新。

This paper firstly discusses the product attribute of affordable housing and then analyzes the subject present situation and existing problems of affordable housing supply. On this basis and from the perspective of ＂ four modernizations＂ synchronous development, the paper also examines the inevitability of the government, enterprises and institutions of employment, social capital and rural collective economic organizations as the main subject of fund supply of affordable housing, and analyzes the related system innovation for the diversification of housing .
