摘要
客观评估区域海洋创新能力,是国家协调区域海洋创新发展的重要前提。构建了包括海洋创新环境、海洋创新投入、海洋创新产出和海洋创新绩效的区域海洋创新能力评估指标体系;基于2013年海洋经济统计和科技统计数据,对我国区域海洋创新能力进行了评估,并对影响因子进行了探讨分析。结果表明:从11个沿海省(市)来看,上海的区域海洋创新指数得分最高;从5个经济区来看,珠江三角洲较为领先;从3个海洋经济圈来看,北部和东部较强。
Evaluating regional marine innovation ability objectively is the important premise to the national coordination of regional marine innovation development.The paper constructs regional marine innovation ability evaluation index system including marine innovation environment,marine innovation input,marine innovation output and marine innovation performance.Based on marine economic statistics,science and technology statistics in 2013,this paper evaluates regional marine innovation ability in China,and analyzes the influence factors.The results shows that：From the point of eleven coastal provinces（municipalities）,Shanghai＇s regional marine innovation index score is the highest;From the point of five economic areas,the pearl river delta are leading;From the point of three sea economic circle,north and east is stronger.
