Theoretical Basis of Cultural Management System Reform and Operational Mechanism Innovation

从制度变迁理论出发,现有管理体制弊端和外部环境变化导致的制度需求,与文化的特殊性和战略地位带来的制度供给意愿成正相关,促使改革势在必行。改革进程中,如何保证制度的正常实施是本研究的重点。从市场反应滞后、变迁主体的局限性和实施机制不健全三个方面的缺陷,总结得出,改革与创新必须利用好政府、市场和社会的合力,以保证新制度的顺利实行和绩效的发挥。

According to Institutional Change Theory, the institutional demand caused by the existing defects of the management system and external environmental changes, is positively correlated with the willingness to institu-tional supply. Thus the reform is imperative. We know that there are many obstacles during the process of reform, such as market reaction lag, limitations of reformist and defects of implementation mechanisms. How to ensure the proper implementation of new institutions is the focus of the study. It can be concluded that reform and innovation must take full advantage of the powers of government, market and society, to ensure smooth implementation and per-formance of the new institutions.
