摘要
我国文化管理体制改革的开展具有一定的历史和现实原因。从2002年党的十六大做出文化管理体制改革的战略部署至今,我国的文化管理体制改革取得了一定成就,但也存在一些问题。如:"树结构"事业体制根深蒂固、中央顶层设计与地方实践错位、政府与市场关系不顺、文化政策法规体系不完善等。因此必须加快体制改革的步伐,从文化管理体制的顶层设计入手,厘清政府管理职能,理顺政府与市场的关系,完善政策法规体系。使我国文化产业的发展突破体制障碍,实现社会主义文化的大繁荣和经济的快速发展。
The reform of cultural management system in our country has certain historical and realistic rea-sons. In 2002, the Sixteenth National Party Congress made a strategic plan for the reform of cultural management sys-tem. So far, the reform of cultural management system in our country has made some achievements, but there are still some problems, such as the deeply rooted “tree structure”,the dislocation of central top - level design and local practice, the contradictory relationship between the government and the market, and the incomplete cultural policy and regulation system. Therefore, we must insist on deepening the pace of administrative reform and clarifying the government management functions, straightening out the relationship between the government and the market, and im-proving the policy and regulation system from the top - level design of cultural system management. As a result,the cultural industries in China can break through the barriers of the administrative system and achieve the socialist cul-tural prosperity and rapid economic development.
