摘要
本文针对2016年农业"三项补贴"改革的内容及效应进行了分析,并根据农村实际提出了河南省农业"三项补贴"改革发挥积极效应的阻碍因素,为消除这些阻碍因素以保障改革效应的发挥提出了一系列保障措施。
This paper analyzed thecontent andeffects of 2016 agricultural 'three subsidies' reform, andaccording to rural reality, pointed out the factorshinderingthe positive effect of the reform in Henan. Finally, a series of measures were brought forward in order to eliminate the hindering factors and ensure the reform effect.
