Cultural Soft Power within the Horizon of Philosophy

文化软实力是人所特有的本质力量,即超越自然有限性,不断丰富和发展自我的能力。文化软实力源于人的实践,具有鲜明的"属人"性,其内涵主要包括人对世界进行能动认识的能力、从事实践创造的能力、建构价值世界的能力、规范社会秩序的能力、丰富和发展自我的能力等。在国家战略层面,文化软实力在提升国家竞争力、促进社会和谐与世界和谐、推动人的自由全面发展等方面,发挥着积极的社会功能。

The cultural soft power is the essential power of human beings. This power transcends the natural limits ,enriches and develops human power without a stop. The cultural soft power derives from human practice, therefore distinctly belongs to human beings. The connotation of this power includes the ability of active knowledge ,the ability of practical innovation, the ability of constructing values, the ability of putting the society into order and the ability of enriching and developing oneself. In the national strategic level, the cultural soft power has the following social functions ： it contributes to facilitating the national innovation and competitiveness, promoting both social and worldly harmony, motivating people 5 s free and overall development.
