新疆水资源利用与经济协调发展脱钩分析——基于水足迹视角

Water Resources Utilization in Xinjiang and Coordinated Economic Development Decoupling Analysis——Based on the Perspective of Water Footprint

利用相关的统计数据,对新疆水足迹的差异性、水足迹的评价指标,以及水资源利用和经济发展的协调关系进行测算与分析.结果表明：1）新疆总水足迹在2004-2014年之间总体呈现波动上升的趋势,农业用水是水足迹的主要组成部分.2）新疆的水资源自给率很高同时进口依赖度低,表明新疆主要依赖本地区的水资源.3）新疆水资源匮乏指标和压力指数说明新疆的水资源十分匮乏且水资源的压力越来越大.4）新疆从2009年之后水资源与经济增长就开始处于弱脱钩的初级协调状态.基于以上结论,通过改变消费结构、虚拟水贸易结构和优化产业结构,以及抓好节水工程建设,以实现新疆水资源与经济发展的协调.

In this paper,by using the relevant statistical data,the differences of water footprint in Xinjiang,theevaluation index of the water footprint and water resource utilization and coordinate the relationship between mea-surement and analysis of economic development.Results show that:1)The total water footprint in Xinjiang in 2004-2014,on the whole,the upward trend of fluctuations,agricultural water is a major part of the water footprint.2)TheXinjiang region of water rate is very high and low import dependence,showed that Xinjiang mainly depends on wa-ter resources in the region.3)Lack of water resources in Xinjiang index and the pressure index of Xinjiang water re-sources are scarce and the water pressure is bigger and bigger.4)From Xinjiang water resources and economicgrowth after 2009 began in a state of weak decoupling primary coordination.Based on the above conclusion,throughthe change of consumption structure,the structure of virtual water trade and optimize the industrial structure,andpay special attention to saving water project construction,to realize the water resources in Xinjiang and further coor-dination of economic development.
