湖南省科技经费投入的现状、问题及政策建议

The Present Situation,Problems and Policy Suggestions on the S&T Investment in Hunan Province

随着创新驱动战略的深入实施,湖南省科技经费投入总量持续增长,投入结构不断优化,经费管理的制度化、规范化水平有效提升。但是,目前湖南省科技经费存在投入强度偏弱、地区之间投入不平衡、企业作为投入主体的地位不明显、基层科技工作财力支撑乏力等问题。建议在加大财政科技投入力度的同时,充分发挥财政科技资金的杠杆作用,进一步拓宽科技融资渠道,强化科技创新的金融支持,有效健全科技经费的多元化、多渠道投入机制。

With the deeply implementation of innovation - driven strategy, Hunan province＇ s S＆T investment increases rapidly, the input structure becomes more reasonable, and the management system optimizes constantly. But there are still some problems about it such as the investment intensity is weak, the investment on different regions is unbalance, and the enterprise＇ s S＆T investment is not prominent, Based on this, the paper suggests that Hunan province＇ s government should introduce policies to adjust S＆T investment, such as to increase financial investment, broaden financial channels, strengthen financial support, and establish a diversified investment mechanism.
