摘要 实现充分就业的基础条件是保持劳动力市场的竞争性,这也是能够实现有效利用劳动力资源的基本前提,我国劳动力市场改革的目标是要建立具有竞争性的劳动力市场。但与其他要素或产品市场有所不同,诸多制度因素可能会对劳动力市场充分发挥竞争性产生阻碍,尤其是以户籍制度为基础的城乡二元体制造成了劳动力市场上的户籍歧视问题。户籍歧视不仅体现在劳动力市场上城乡劳动力工资报酬与福利待遇的明显差异,还表现为城乡劳动力就业机会的不平等以及公共教育政策设计的"城市导向"。 Competitive labor market is not only the foundation of realizing full employment, but also the basic premise to use the la- bor resources effectively. The establishment of competitive labor market is the target of the labor market reform. But the labor market is different from other factor or product markets, which is mainly shown as that many institutional factors will hinder the labor market competitiveness. Especially the urban and rural binary system for household registration as the representation has leaded to huji discrimination. Huji discrimination is shown not only as significantly urban -rural wage and welfare gap , but also the opportunity inequality and public education policy' s "urban priority" in the labor market.
