破除机制障碍 助力创新驱动——陕西创业投资引导基金的运作实践

Boosting Innovation by Eliminating Mechanism Barriers:Research on the Operational Practice of Venture Capital Guiding Fund in Shaanxi

文章对陕西省创投引导基金、陕西省科技成果转化引导基金和西安市创投引导基金的运作成效和发展障碍进行了客观评价及分析。结合国家创新驱动发展战略的新要求,从完善市场化运作机制、合理设定投资限制条件、细分投资组合策略、扩大基金规模等方面,提出加快陕西创业投资引导基金发展的可行建议。

Shaanxi Venture Capital Guiding Fund, Shaanxi Venture Capital Guiding Fund for Technological Achievement Transformation and Xi＇an Venture Capital Guiding Fund are the main governmental venture capital guiding funds in Shaanxi Province. This paper gives an objective evaluation and analysis on operational effects and development barriers of the above three guiding funds. Considering new requirements of the national innovation--driven development strategy, feasible suggestions for further developing venture capital guiding funds in Shaanxi Province are put forward, which include adopting market--oriented operational mechanism, setting acceptable investment restriction, varying portfolio strategy and expanding capital scale.
