铁路工程选线涉及湿地的法规政策解读及解决对策

Interpretation of the Policies and Regulations for Wetland Protection and the Countermeasures Related to Railway Route Selection

国内铁路建设项目涉及湿地的案例日益增多,但有关湿地保护法规体系尚不完善,各地方政府及行政管理部门对建设项目涉及湿地的保护要求也不尽相同。本文对国内有关湿地的定义及其保护要求的法规政策进行了归纳总结,明确了铁路工程选线涉及湿地时应遵守的管理规定和保护要求,并对铁路设计、建设、施工等单位如何应对相关湿地保护要求提出了解决对策。

The cases of domestic railway construction projects passing through wetland are increasing,but the laws and regulations system involving in wetland protection related to construction projects is not perfect,while the regulations for wetland protection of the government and the administrative departments are different.Summarizing the definition of the wetland and the polices and regulations of wetland protection,this paper makes clear that the regulations and requirements should be obeyed in the railway route selection involving in wetland,and gives the countermeasures of dealing with the wetland protection well for railway design,owner,construction units.
