体育社团承接政府职能转移的现实基础与策略——基于体育公共服务参与的视角

Realistic Basis and Strategy of Sports Organizations Undertaking Government Transferred Functions:Based on the Sports Public Service Participation Perspective

体育社团作为政府转移体育公共职能的合适承接者,是体育行政体制改革和社会未来发展的一个趋势。基于此,采用文献资料、专家访谈等研究方法,从体育公共服务参与的视角,剖析体育社团承接政府职能转移的内涵,对其现实基础与存在问题等进行研究。认为:政府不应成为体育公共服务的唯一提供者,承接政府职能是体育社团不可推卸的责任和义务。体育社团作为从事体育运动的社会组织,是我国体育事业发展的"车轮",有着一种不同于政府的社会管理功能。政府可以充分发挥体育社团的独特功能,实现对社会的有效治理,为社会提供更多的体育公共服务产品。体育社团在承接的过程中存在政府对权利和利益难以割舍、传统观念和认识的上的制约、体育公共服务水平还不高等诸多障碍。提出捋顺体育社团与政府的关系,完善体育社团的法规制度,提高体育社团的承接能力,建立对体育社团的监管体制等策略。为新时期我国体育社团更好地承接政府转移职能,更好地建设体育强国目标做出贡献。

Sports organization is an adequate undertaker of sports public function transferred by government,which is a trend of sports administration system reform and society future development. From the sports public service participation perspective,this paper analyzed the connotation of sports organization undertaking government transferred functions and its realistic basis and existing problems by the methods of literature review and expert interview. Government should not be the only provider of sports public services; undertaking some government functions is compelling obligation and responsibility of sports organization. As a kind of social organization for sports,sports organization is a wheel for China sports development and has a social management function which is different from government. Government can achieve its effective governance to society through sports organization＇s special function and provide more sports public service goods. In the undertaking process,the main blocks are that government is hard to give up its some power and interest,limitation of traditional view and cognition,and low sports public service level. This study suggested that the strategies are smoothing the relationship between sports organization and government,improving rules and regulations of sports organization,increasing undertake capacity of sports organization,and building up a supervision system to sports organization. It hoped can help the sports organizations undertaking government transferred functions and make some contribution to construct a strong country in sports.
