留学归国人员人事档案管理面临的问题及对策研究

Problems and Countermeasures of Personnel Files Management of the Overseas Returnee

本文在高校人事档案管理工作的研究背景下,结合干部人事档案专项审核工作,提出海外留学归国人员尤其是高中在读或毕业生海外留学,归国就业时遇到的人事档案管理等方面的问题。针对问题,本文从现行人事档案管理权限及制度、档案建立及管理相关单位的工作规范和档案所有者档案转递意识三方面分析问题。既有对人事档案立法研究、又有对档案管理程序中涉及的操作方法的探讨,进而为加强人事档案法制建设提出建设性意见和思路,为完善留学归国人员档案管理方法提出解决对策。

Based on the background of personnel files management in universities and the combination of personnel record special audit work, the article analyzes the problems existing in the overseas returnees＇ record of high school and overseas study, and problems of the returned employment encountering the personnel file management. In view of the problem, it analyzes the problem from three aspects of the current personnel file management authority and the system, the establishment and management of the relevant units of work norms, and the file owner＇s transfer consciousness. The study refers to legislation and operation method. It puts forward constructive suggestions and ideas to strengthen legal construction to improve the returned personnel file management methods.
