Qing dynasty was an important period for the form and perfection of town system in the upper stream of Yellow River in Gansu,Qinghai and Ningxia,and also for development and firming of the county-level ranking system of these regions.The special arrangement of counties and towns that centered the capital conformed to the physiographic conditions and humanistic social environment,which was its reasonable core.
