摘要
随着保护理念的不断创新和保护范围的不断扩大,传统上完全依靠政府投资的模式过于单一,而且现有模式导致建筑整修之后的运营方式不够灵活,因此,专项保护资金已经不能满足建筑的整修和更新需求,传统的投资模式已不能满足新常态下特色文化产业对历史建筑运营提出的新要求。通过深入研究多种融资模式的利与弊和天津市的历史风貌建筑保护成果实践,尤其是以天津市历史风貌建筑整理有限责任公司(以下简称"天津风貌整理公司")为例对其保护经验进行分析,提出了历史建筑保活的概念,并初步建立了以历史建筑保护利用实体公司为主导的资金平台体系,并对资金平台运作机理进行探索。
The capital that can be utilized in historical architectures with lower comprehensive values is even scarcer. With the constant innovation of protection concepts and constant expansion of protection scope, the traditional model of sole reliance on government investment is too singular. The current model, however, leads to inflexible operation model after building renovation Therefore, special protection fund cannot meet the demands on renovation and renewal of buildings The traditional investment model cannot meet the new requirements of special cultural industry on historical building operation under the new normal. Through profound research on advantages and disadvantages of many financing models as well as achievements and practice of historical architectures protection in Tianjin, especially analysis on protection experience of Tianjin Historical Architecture Restoration and Development Co., Ltd. as a case, the thesis proposes the concept of "protective utilization" (maintaining project vitality while protecting), preliminarily establishes a capital platform system, which is dominated by an entity company through protection and utilization of historical architectures, and carries out exploration on operation mechanism of capital platform.
