摘要
近年来,随着我国沿海地区经济社会快速发展,工业化、城镇化进程加快,建设用地、用海需求日益增大,围填海造地成为沿海地区拓展发展空间、保护耕地、促进经济持续较快发展的有效途径。尽管国家出台多个政策文件加强围填海造地行为的管理,统筹海陆资源利用,有序开发海洋资源,但仍存在诸多问题。对天津乃至全国沿海城市而言,围填海造地的困惑与成果并存。为此,提出天津围填海造地纳入规划管控的政策四点设想,即实施围填海用地实施规模管控、优化围填海区域用地布局、理顺围填海管理相关部门关系、实行差别化政策。让围填海新生的土地回归管控体系,促进健康可持续发展。
In recent years, with coastal cities in our country economy and society fast development, the industrialization and urbanization process accelerated, demand of land and sea resource increasing, reclamation activities became an effective way to expand development space, protect arable land, and promote sustained and rapid economy development. Although the national policy of multiple files to strengthen the management of reclamation activities, but still many problems. For the coastal city of Tianjin and even the whole country, we made four ideas: make the reclamation under the control of land use planning, balance management departments relationship, adopted a policy of differentiation. Let reclamation activities return to the land management control system, promote the healthy and sustainable development.
