The Evolution Course of Housing Security in China

回顾自计划经济时代以来的住房保障实践,我国住房保障历程可以分为前住房保障阶段、住房保障过渡阶段、市场化探索阶段和全面深化阶段四个阶段,保障房建设管理经历了与住房制度改革相衔接、通过市场化手段解决住房问题、住房保障回归政府提供基本保障等不断深化的过程,在此期间住房保障政策措施不断健全,保障房与商品房并存的双轨制住房供应体系基本形成,今后将面临大规模保障房入住后的管理问题。

Reviewing the practice from the planned economy times, we will find that the evolution course of housing security in China can be divided into four stages： Primitive stage, Transition stage, Market exploration stage, Overall deepening stage. At first, indemnificatory apartments were provided for the reform of the housing system, then link up the market means to solve the housing problem, now they return to the target of providing basic security. People＇s understanding of housing security is deepening. The government continues to improve housing security policies and measures. The dual track system of housing supply system has been basically formed. The government will face problems of management of large-scale indemnificatory apartments after people＇s occupancy.
