基于城乡统筹的农村土地流转动力机制研究——武汉例证

Research on the Dynamic Mechanism of Rural Land Transfer Under the Background of Urban and Rural Coordination——a case of Wuhan

基于2005年至2013年武汉市13个行政区的面板数据,并运用FE估计方法对农村土地动力机制进行了实证研究。研究结果表明:土地增值收益增加、土地利用效率提高、农民非农化显著促进了农地流转规模。政策建议如下:扩大建设用地使用权跨区域再配置;推进农地流转法制化;农地流转与户籍制度联动改革。

This paper employs FE to estimate the dynamic mechanism of rural land based on the panel data of Wuhan city during 2005-2013. The major findings are： land increment, land use efficiency and non-agriculturalization have a strong positive effect on the scale of rural land transfer. Our suggestions are as follows： （1） the quotas of non-agricultural land should be reallocated across regions; （2）promoting the legalization of rural land transfer; （3）combining land and registration reform.
