摘要
上海金桥经济技术开发区(原上海金桥出口加工区)经过20多年的发展,迫切需要从出口加工区为主的开发区向生产性服务业集聚区转变。在转型过程中,遇到了规划和土地政策的瓶颈。通过开发区地铁板块由二转三的具体案例,来探讨和研究工业区二次开发的土地利用政策创新,也为其他同类型项目的转型开发提供实施路径。
Shanghai JinQiao Economic and Technological Development Zone (formerly Shanghai JinQiao Export Processing Zone) after more than 20 years of development, the urgent need the change which from mainly the export processing zone to the producer service industry agglomeration area. In the process of transformation, encountered a bottleneck in the planning and land policy. In this paper, through the specific case of the district metro plate from the second industry to the third industry, I want to explore and study the the policy innovation. And it can provide the transformation path for other types of projects.
