城市土地扩张与城市居民多维福利测度

The Urban Sprawl and Multi-dimensional Urban Residents Welfare Measure

通过文献梳理和理论探讨,从经济、社会和环境三个方面构建了城市土地扩张背景下城市居民福利测度指标体系,并利用灰色关联TOPSIS法对武汉市2000-2014年城市居民综合福利和单项福利变化状况进行测度。结果表明:1城市土地扩张显著影响城市居民福利;2研究期内,武汉市城市居民综合福利指数呈上升态势,年均增长率达4.52%;3武汉市城市居民经济福利、社会福利和环境福利指数也呈上升趋势,但是在增长幅度、增长速率和变化轨迹等方面存在显著差异。未来应该以城市居民综合福利最大化为导向,同时注重单项福利的协调发展,合理控制城市规模。

Through literature review and theoretical discussion, the paper constructed the urban land expansion index system of urban residents welfare measure under the background of urban sprawl from the economics, society and the environment. And the paper did the measurement of urban comprehensive welfare and individual welfare change status from 2000-2013 by using the grey correlation TOPSIS method. Study results signify： （i） The urban sprawl affects urban residents＇ welfare significantly; ~）In the study period, urban residents＇ integrated benefit index in Wuhan is on the rise, and the average growth rate per annum is 4.70%; @The economic benefits, the social benefits and the environmental benefits of Wuhan residents are also on the rise, but there exist differences in the amplification, the rate of rise and the trajectory. In the future, the government should be guided by urban comprehensive benefit maximization, pay more attention to the harmonious development of individual benefits and set reasonable scale of cities.
