摘要
国家明文规定房屋征收项目实施前必须开展社会稳定风险评估。鉴于风险本身具有的"模糊性",以深圳某房屋征收项目为例,基于模糊数学构建了社会稳定风险模糊评估模型并对该项目实施了风险模糊评估。该项目的社会稳定风险综合评估结果为"较低风险",原则上建议通过该项目的房屋征收决定,同时,建议围绕该项目的单项风险提示加强风险防范。
The law of our country mandates that social stability risk assessment must be conducted before making a house acquisition plan. In view of risk fuzziness, the paper establishes a social stability risk fuzzy evaluation model based on fuzzy mathematics and takes a house acquisition project in Shenzhen as an evaluation example. With the evaluation result of "low risk" , the paper recommends passage of the example project' s house acquisition plan, and then advices to strengthen risk prevention according to the individual risks of the example project.
