摘要
西方的公租房建设始于20世纪初期,在二战后获得了快速发展。20世纪70年代,随着社会经济结构的调整进入转型调整期。以德国和英国为例,对比分析两种不同制度环境下产生的公租房供给政策、由此产生的两种供给模式的特点,以及各自对住房市场及对社会空间产生的影响。最后通过总结两种模式的经验和教训,对我国公租房社区的建设和公租房供给方式的优化提出几点建议。
This article aims to offer concrete suggestions to improve Chinese public housing by comparing two supplement modes and their effects on housing markets and spatial structures. First, the public housing history in western countries in last century will be summarized, to contextualize the two examples that will be given of supplement modes. The periodical analysis shows that western countries' public housing programs started in the early twentieth century. After World War II, the amount of public housing increased rapidly, and in the 1970s the programs entered into a transition adjustment period due to new socio-economic structures. Germany and the UK are two examples of different supplement modes that developed according to their institutional environments. The strengths and weaknesses of these two modes will be summarized, focusing on how they affect housing markets and spatial structures in the cities in which they are located. After applying these strengths to Chinese public housing, suggestions to improve Chinese public housing in regard to community development and supplement mode improvement will be given.
