传统的围绕事故本身的安全管理方式无法体现"预防为主"的思想,建立安全预警指数系统势在必行。通过A公司多年来的安全相关数据统计、分析,结合现场实践经验,研究确定了事故预警指数、隐患排查治理预警指数、纠违预警指数、流动人员预警指数的计算方法或限值,规定了相应预警级别所采取的措施,并对建立安全预警指数系统提出了要求。

The traditional safety management, which only pay attention to the accident itself, can not reflect the thought of ＇prevention first＇, so establishing security early warning index system is imperative. Through analyzing the related security data of A company and combining with the practical experience, the calculation method and limit of the early warning index of accident, check and treatment of hidden trouble, violation-correcting and migrant workers were studied and determined. The measures should be taken in accordance with the warning degree were provided, and the requirements for establishing security early warning index system were put forward.
