发挥开发性金融作用支持涉水工程建设——以宁波市“五水共治”建设融资为例

Maximizing role of development-oriented finance to support water-related project construction——a case study of “five water governance” in Ningbo City

充分发挥开发性金融的支持作用,积极培育涉水融资市场,是破解涉水基础设施建设资金瓶颈制约的关键。浙江省宁波市"五水共治"建设资金需求巨大,"十三五"期间开发性金融支持"五水共治"建设仍有很大信贷空间。宁波市开发性金融支持"五水共治"建设存在借款主体难以确定、涉水融资担保物和项目还款来源难以落实、工程建设管理体制机制不顺畅等问题,亟需通过加强投融资主体和担保机构建设、完善涉水建设项目融资政策、推广政府和社会资本合作模式、实施政府购买服务模式、利用国家专项建设基金、提供多样化金融服务产品和服务、建立健全融资风险防控机制等措施,加快推进"五水共治"建设。

Maximizing the supporting role of finance and investment market, and cultivating water related financing market is crucial to break obstacles that restrict construction of water-related infrastructures. In the 13th Five-Year Plan period, Ningbo City has a huge demand for investment so as to carry out five integrated approaches of controlling polluted water and floodwater and perfecting water supply and drainage and conservation. However, the city needs to clarify the following questions： Who should be borrower？ What can be used as guaranty and income source for repayment？ A series of measures need to be taken, such as specifying main bodies for investment and guarantee, strengthening financing policies, extending government-private collaboration model, government purchasing of services, making beneficial use of special construction funds,providing diversified products of financial service and improving risk control and protection mechanism.
