《预包装食品营养标签通则》跟踪评价研究——以安徽省为例 被引量:8

摘要 目的:了解安徽省食品生产企业、监管部门、检验机构、科研院所食品专家对国家标准《预包装食品营养标签通则》(GB28050—2011)的执行情况、理解能力和依从性,为标准的实施和修订提供资料。方法:应用横断面调查法,通过电子邮件、座谈会、传真等多种形式开展调查。调查对象选取安徽省区域内的食品生产企业、监管部门、检验机构和科研院所的专家,收集调查对象对标准具体条款的认知情况、执行中遇到的主要问题、反馈的建议等。结果:食品生产企业、监管部门、检验机构和科研院所回收的有效问卷分别为34、25、28和12份,收集的反馈意见分别为74、35、17和14条;标准的知晓率为85.9%;食品企业、监管部门、检验机构工作人员和科研专家认为标准整体合理程度较高(合理和基本合理)的比例分别为67.8%、79.2%、84.2%、90.9%。标准使用频率≥1~2次/月的比例分别为64.5%、50.0%、47.3%、27.3%;认为标准可操作性较高(可操作性很强和可操作性好)的比例分别为77.4%、62.5%、68.4%、90.9%。针对具体条款"可选择标示内容"、"营养成分的表达方式"、"豁免强制标示营养标签的预包装食品"的理解程度较低。结论:GB 28050—2011的整体合理程度较高、可操作性较好,但是部分具体条款还需要完善和优化,建议对中小食品生产企业、检验机构加强标准的宣传和培训,推进标准的贯彻执行。 【Objective】To understand the implementation,comprehension,and compliance of National Food Safety Standard The General Principles of Pre-packed Food Nutrition Labels GB 28050—2011 among industries,supervision department,inspection agency and research institutions in Anhui province,to provide information for future revision. 【Method】Cross-sectional survey was done by meeting,Email,fax and other forms to complete the questionnaire. The respondents were selected from the staffs from enterprises,supervision department,inspection agency and research institutions. The survey information included the basic situation,general understanding,main problems in the process,and suggestions and comments. 【Result】The number of valid questionnaires screened from enterprise,supervision,inspection and research institutions were 34,25,28,12 respectively,feedback collected were 74,35,17 and 14 respectively. The awareness rate of standard were 85. 9%. The proportion( reasonable and basic reasonable) were 67. 8%,79. 2%,84. 2% and 90. 9% respectively. The proportion of operating frequency more than 1 ~ 2 times every month were 64. 5%,50. 0%,47. 3%,27. 3% respectively. The understanding of items such as optional label content,expression of nutrients and immunity force labeled nutrition labeling of prepackaged food were low. 【Conclusion】The standard was generally reasonable and practical,but the scientificalness and practicability of some terms should be enhanced. It was recommended that more attention should be paid on the standard training,especially for some small and medium-sized enterprises and regulators.
