摘要
收集整理了中外多国功率因数调整电费的相关政策,并进行了比较,针对我国电气化铁路发展现状提出了建议。研究表明发达国家对功率因数调整电费的收取方式多以功率因数下降在电力系统中新增的输送容量为基数,而发展中国家多以当月全电费(基本电费+电度电费)为基数;在功率因数考核宽松的地区可考虑使用交直型电力机车,而在功率因数考核严格的地区应积极推进交直交型电力机车的更新换代。
Proposals are put forward for current situations of our country's electrified railway development on basis of collection and comparison of power factors based adjustment of electricity charges at home and abroad. The results of study show that the developed countries usually adopt the charging mode by increasing of power transmission capacity under reduction of power factor as the base quota for power factor based adjustment of electricity charges, while, the developing countries usually adopt current moth full electricity charges(basic charges+ kilo watt-hour charges) as the base quota; considerations shall be given to that the AC DC electric locomotives are proposed to be adopted at the regions of easy assessment of power factors, and upgrading of AC DC electric locomotives shall be actively promoted in the regions of strict assessment of power factors.
