文章从依法治理区域和城市的迫切性出发,以推进京津冀协同发展的国家战略为契机,在区域层面加快建立立法协同机制,充分发挥"机构—立法—规划"三种手段的作用,同时探索向国家立法机关申请特殊授权以突破制度瓶颈的方式,发挥立法对区域协同的引领和保障作用,为我国其他地区区域协同发展模式创新提供示范。在城市治理中,抓住《立法法》修订的契机,根据城市自身特色和治理需求,积极推进地方立法,同时加快研究与城市公共资源保障、空间管控紧密相关的立法,强化规划的公共政策属性,促进空间规划蓝图落地,保障社会公共利益和产权者的合法利益。

The paper analyzes the urgency and significance of legislation in regional and urban governance. As the govemment promotes Beijing-Tianjin-Hebei integrate development, the paper studies the legislative coordination, functioning of ＂administration- legislation-planning＂ measures, and special authorization from national legislature to beak institutional restrictions of the region. The mechanism of legislation as guidance and ensurance in regional development sets a model for other regions. The enaction of Legislative Law provides an opportunity to promote local legislation for public resource and benefits protection, and better spatial governance： enhancement of planning as a public policy, and implementation of spatial blueprints.
