摘要
以中国石化上海石油分公司为例,介绍了中国石化成品油外采业务的由来、作用、意义以及成品油外采询比价机制的原则、方法、流程和该机制具有的业务阳光透明、资源效益最大化、业务人员得到保护、市场竞争力增强等优势及决策流程较长、合同执行有一定难度的劣势,为成品油外采业务提供了借鉴。
Taking the SINOPEC Shanghai Oil Products Company as an example,the origin,function and significance of external procurement of oil products by SINOPEC Corp.,and the formulating principles,methods,processes of the price inquiry and comparison mechanism are introduced. The implementation of the procurement mechanism shows its advantages of being open and transparent,maximizing the resource benefit,protecting business personnel,and improving market competitiveness,and the disadvantages of longer decision- making process and difficult contract execution,providing a reference for procurement business of oil products.
