介绍了美国水质交易研究方面较为完善的体系及成功案例。阐述了上海市水环境现状、环境管理能力（包括排污许可证制度、交易平台系统）,及相应水污染物排污权交易市场的技术积累和成功实践案例,分析了存在的问题。提出了上海市进一步发展水污染物排污权交易的建议。

Since the United States built a more perfect system on the water quality trading, several successful cases have been made. Considering the present environmental status and the ability of environmental management including pollutant discharge permit system and trading platform system, as well as relevant technology accumulation and successful practice in water pollutant discharge right trading marketing in Shanghai, the existing problems were analysed. A proposal has been given for the further development of water pollutant discharge right trading in Shanghai.
