摘要
现阶段影响我国教育改革和发展的社会负面因素有四个主要方面。在社会文化环境方面,有社会诚信体系的解体、传统价值基础崩溃、大学本质精神和灵魂的丧失、利益"瓶颈"的制约、社会舆论环境不良等。在政治与法治环境方面,政府干预过度,学校教育改革和发展的动力与活力不足;法制建设不够完善,教育改革和发展尚缺乏良好的法治环境。在社会阶层和社会关系方面,社会阶层复杂多变,教育公平公正面临严峻考验;关系文化盛行,教育腐败和寻租行为相当严重。在教育文化环境方面,教育信仰和理想缺失,教育改革和发展的目标比较盲目;公众信心不足,教育改革和发展的民众基础薄弱;学校教育、家庭教育和社会教育发展不协调,教育改革成效难以显现;传统教育价值体系逐渐解体,现代教育价值体系尚未建立,教育现代化面临两难选择。
At the present stage,there are four major aspects for the social unfavorable influence factors on the field of Chinese educational reform and development.On the environment of social culture,there are the following unfavorable factors as the disintegration of social honesty system,the collapsing of traditional value basis,the losing of universities' essential spirits and soul,the restriction of benefits' bottleneck as well as the undesirable environment of social public opinions etc.On the political and legal environment,the main unfavorable factors are as followings:the insufficient power and vitality on the educational reform and development of schools because of excessive government intervention,lack of good legal surroundings for the educational reform and development owing to inadequate legal system construction.On the aspect of social classes and relations,the unfavorable factors are mainly that the educational fairness and equity are just confronting with a baptism owing to the complicated and changeable social classes,and the problems of corrupting and rent-seeking actions on the field of education are still quite serious due to the Chinese traditional relationship culture.On the circumstance of educational culture,the main unfavorable factors are that the goals of educational reform and development are quite blind as lack of educational faith and ideality,the general public base of educational reform and development is still weak due to their lack of confidence,the effects of educational reform are difficult to manifest because of the developing incoordination among the school education,family education and social education,as well as the modernization of education is faced with dilemmas because the traditional value system of education is undergoing with disintegration but the modern one has not been set up yet.
