战后归侨入境冲突及其解决——以闽粤两省个案为例

Study on the Conflict and Solution When the Overseas Chinese into the Country After the Victory of Anti Japanese War:Based on the Case of Fujian and Guangdong Provinces

抗战胜利后归侨入境并不顺利。一方面是长时间远离故国加之战争阻隔,华侨对当时中国有关入境制度缺乏明确了解,另一方面是国民政府入境政策滞后和管理混乱,某些社会人员甚至海关行政人员骚扰勒索旅客,造成归侨入境时冲突不断。冲突不仅令华侨视归国为畏途,影响侨胞的生存与发展,有些甚至涉及国际问题,影响很大。幸而侨务处、外交部、中央银行、海关、华侨团体等诸多机构为解决冲突付出了不懈努力,特别是政府能切实调整政策,规范管理,为归侨顺利返乡奠定了基础。

After the victory of the war,returned overseas Chinese entry is not smooth.On the one hand,long time away from the motherland and the barrier of war,overseas Chinese was lacks a clear understanding of the immigration system,on the other hand is the lagging of the national government immigration policy and the confusion of management.Some social workers and even the customs administrative personnel harassed blackmail passengers,these factors caused conflicts when returned overseas Chinese immigrants.Not only the overseas Chinese regard the conflict returned as a dangerous road,influence of the survival and development of overseas Chinese,some of them even involve international problems,which have great influence on.Fortunately,the Ministry of foreign affairs,overseas Chinese Affairs Office of the central bank,customs,and other aspects of the Chinese community to pay unremitting efforts to solve the conflict,in particular,the government can effectively adjust the policy,standardized management,laid the foundation for the smooth return of returned overseas Chinese.
