浅析防治海岸工程污染海洋环境之海洋功能区划的完善

On the Improvement of Marine Functional Zoning for Preventing Coastal Engineering from Polluting the Marine Environment

海岸工程建设造成不同程度的海洋环境污染已成为不争的事实,而造成污染的原因之一是我国尚未健全的海洋功能区划制度。在剖析我国海洋功能区划存在问题的基础上,文章从完善法律规定,增强可操作性;填补法律空白;明确违法责任,加大执法力度这几方面论证分析,以期逐步完善海洋功能规划的途径。

It is an unquestioned fact that coastal engineering has caused marine environmental pollution by varying degrees, and one of the causes of pollution is the unsound marine functional zoning system in China. On the basis of researching the problems in our marine functional zoning, the authors make a detailed demonstration and analysis through improving the legal provisions, enhancing operability, filling the legal gaps, clearing the illegal responsibility, and strengthening law enforcement, in order to gradually improve the approach to marine functional zoning.
