摘要
为学习世界各国水电开发环境保护工作的先进经验,对我国和世界其他一些国家水电建设和运行中环境保护管理的法规、政策及程序进行了分析研究。所研究的各国在水电开发过程中均发展出较为完备的环境保护管理体系,欧美国家环境立法体现出河流生态功能保护要求,俄罗斯环境政策促进生态保护与经济挂钩等做法值得借鉴。今后我国需要在水电开发进程中,继续开展水电环境管理体系研究,不断完善水电开发和运行的环境管理机制,确保我国水电建设健康、可持续发展。
In order to explore the advanced experiences on hydropower development environmental protection, the regulations, policies and procedures of environmental protection management in China and other major countries in the world are compared and analyzed. It shows that China and other countries all have set up comprehensive environment management system for hydropower project, the environment legislations in Europe and United States reflect the requirements of river ecological function protection, and the environmental policy in Russian links the ecological protection and economic development together. It is required that the hydropower environmental management system should be continuously researched and the environmental management mechanism of hydropower development and operation should be constantly improved to ensure the healthy and sustainable development of hydropower in China.
