2016年上半年,河南省牢固树立五大发展理念,大力推进供给侧结构性改革,着力稳增长、保态势、调结构、抓转型、防风险、促稳定,全省经济运行呈现"总体平稳、稳中有进、进中向好"的良好态势,但经济下行压力加大、企业生产经营困难、投资增长后劲不足、外贸形势持续下滑的态势依然没有缓解。下半年要抓住宏观政策持续宽松、供给侧改革稳步推进、深度融入"一带一路"战略以及稳增长累积效应显现的有利条件,加大全面创新力度、全面扩大对外开放、切实增加投资有效供给、大力发展"新经济"、深入推进供给侧改革、努力改善民生福祉,确保完成全年经济增长8%的目标任务。

In the first half year of 2016, Henan province firmly established the five development concept, vigorously promoted the reform of supply side, and focused on the steady growth, security situation, economy restruetion, growth transformation, risk prevention and steadily promotion, which led to well development situation as ＂smoothly in general, stable as progress and growth towards well di- rection＂. However, the economy downturn pressure, enterprise production difficulties, lack of investment momentum, and bad foreign trade situation are still existing and not ease in current period. In the next half year, we must seize the well conditions as continued soft macroeconomic policy, steadily promoted supply-side reform, deeply integrated into the ＂One Belt and One Road＂ strategy and the cu- mulative effect from the steady economy growth, and enlarge the range of innovation, amplify the rate of abroad opening up, realistical- ly increase the effective investment supply, energetically develop the ＂New Economy＂, deeply promote the reform of supply side and industriously improve the well-being of people＇s livelihood, to surely realize the economy growth target of ＂8%＂ for whole year task.
