习近平城乡发展一体化思想探析

Analysis on Xi Jinping's Thought on Integration of Urban and Rural Development

城乡二元结构是我国发展不平衡的一个重要体现。学习习近平同志城乡发展一体化思想,对于不断推进农村发展,实现全面建成小康社会的目标具有重要的时代价值。笔者通过对习近平讲话和著作的梳理,将其城乡发展一体化思想归纳为八个方面:推进城乡发展一体化是我国经济发展到一定阶段的必然要求;实现城乡发展一体化是一项关系全局、关系长远的重大任务;推进城乡发展一体化必须坚持中国特色;推进城乡发展一体化需要动员各方力量形成新格局;农村发展的出发点和落脚点是维护好、实现好、发展好农民权益;农村发展的根本是坚持不懈推进农村改革和制度创新;新型城镇化和新农村建设必须协调推进、互惠一体;推进城乡发展一体化必须加强顶层设计和系统谋划。

The urban-rural dual structure is an important embodiment of the unbalanced development of China. Researching Xi Jinping＇s thought on integration of urban and rural development has an important value on promoting rural development and completing the process of building a moderately well-off society in all aspects. By combing Xi Jinping＇s speech and writing, authors relate his thought on integration of urban and ru- ral development to eight aspects： Integration of urban and rural development is an inevi- table requirement; to realize the integration of urban and rural development is an impor- tant task concerning the overall situation of China; the integration of urban and rural development in China should adhere to the Chinese characteristics; all forces should be mobilized to form a new pattern; the starting point and the end result of rural development is to safeguard farmers＇ rights and interests; the fundamental of rural development is to promote rural reform and institutional innovation; the new urbanization and the construction of new rural areas must be coordinated and mutually beneficial; the toplevel design and system planning are necessary.
