Study on the Guarantee Mechanism of Vocational Technical Training for New Citizen in the Process of New Urbanization

结合目前我国新市民职业技术培训现状及前人研究成果,提出构建新市民职业技术培训保障机制的指导思想及应遵循的六项原则。在此基础之上,从组织保障、立法与资源保障、制度保障及质量保障四方面构思新市民职业技术培训保障机制建设的总体框架,并进一步探讨新市民职业技术培训保障机制构建的宏观与微观奋斗目标。

Combined with the current status of new citizen vocational technical training as well as the previous achievements, this paper puts forward the guiding principle and six principles for its mechanism construction. On the basis of these, the general frame of guarantee mechanism construction was worked out, including the four aspects below： organization guarantee, legislative and resource guarantee, system guarantee and quality guarantee. And furthermore, it discusses the macroscopic and microcosmic target of construc- ting guarantee mechanism of the new citizen vocational technical training.
