摘要
近年来,日本通过推动地方分权,开放公共服务准入标准,促进社会力量参与公共服务供给,提高了公共服务的质量,重整社会治理结构。在社区儿童服务方面,以社区儿童设施为中心提供儿童服务,实施"指定管理者制度"推行政府购买,开放NPO、社区团体、民营企业等多元主体参与服务供给,为社区儿童服务注入了新的活力。日本的政策及实践可以为我国在基层儿童教育福利服务方面构建多元供给体系提供有益的借鉴。
Since 1990, the Japanese government has attempted to reform the social governance structure by promoting decentralization, encouraging entry and participation by pluralistic social forces to improve quality of public service. The Japanese government has purchased children services at community facilities from multiple subjects, such as NPOs, communities, social welfare organizations and many other non-governmental organizations. The new system has brought vitality to children services. A study of pluralistic community services supply for children would provide a very helpful reference for the decision-makers in China on purchasing child service at basic levels.
