摘要
基于国际组织和政府机构关于PPP的最新定义并结合我国的PPP政策,对其定义、内涵和特征进行系统总结和归纳,认为公共产品及服务、公共部门、私营部门和伙伴关系是PPP的核心内涵,风险分担、利益共享、长期合作、项目融资、全寿命周期成本和激励创新是PPP的突出特征,可为PPP的全面理解和推广应用提供参考。
Based on the latest definitions from international organizations and government agencies, this paper conducts a systemic summary and induction of PPP＇ s definition, connotation and characteristics in this research with domestic PPP policies. Through the above research, concludes that public goods and services, public sector, private sector and partnerships are the core connotations of PPP, and risk and benefit sharing, long-term cooperation, project financing, life cycle cost and encouraging innovation are prominent characteristics of PPP. Thus, these conclusions will supply references for comprehensive understanding and application in PPP practice.
