摘要 电网防灾减灾是电网抵御外部灾害保证安全运行的重要保障。文章首先从多维度的角度出发探讨我国电网安全防御框架,指出电力系统防灾减灾体系应由抗灾规划建设、防灾减灾调度操作、减灾救灾应急管理共同构成,且应加强各环节信息沟通与协同调度。其次,总结电网在抵御雷电、台风、覆冰、山火等自然灾害方面取得的成就与经验,同时对电力系统防灾减灾体系3大组成部分存在的问题与不足进行综述,指出缺少电气与非电气信息相融合的信息集成平台,信息资源的应用过于简单,电网对自然灾害的感知力度差、预警支持不足,调度操作与应急指挥依赖离线预案等问题突出。最后,提出建设电网防灾调度系统的建议,详细归纳系统所需的数据源信息表,阐明大数据技术可为系统建设提供支撑,并在此基础上提出系统的功能目标。 Disaster prevention and mitigation is an important guarantee to resist disaster and ensure safe operation of power system. Firstly, the paper discussessecurity framework of China’s power grid from a multi-dimensional perspective. Anti-disaster planning, scheduling operations and emergency management should be included in disaster prevention and mitigation system. Information communication and collaborative scheduling shouldalsobe strengthened. Secondly,achievements and experience of power grid against lightning, typhoon, ice, fire and other natural disastersare summarized. Besides, problems and deficiencies of three aspects are overviewedas follows:application of information resources istoosimple;platformisabsentfor integration of electrical and non-electrical information and early warning support, and natural disasterawarenessispoor;scheduling operation and emergency commandseriouslyrelies on off-line plans.Finally, suggestion of building power disaster prevention and dispatch system is proposed. Data source information table is summarized.Big datatechnology can provide support for system construction.On this basis, functions and targets of system are proposed.
