摘要
实施人才优先发展战略,需要进一步改革政府人才管理方式,明确政府人才工作推动路径。"十二五"期间,我国在人才资源开发使用和政府人才工作体系、制度建设方面取得了显著成绩,但也暴露一些突出问题。为此,要进一步转变政府人才管理职能,发挥市场配置人才资源的决定性作用,正确处理人才工作中政府、市场、社会的关系,构建"聚天下英才而用之"的人才发展治理体系。现代公共治理理论的政府整合能力、推动协作治理、强调战略协同和打造"公开政府"为构建现代人才发展治理体系提供了重要参考。在此基础上,推动市场化方式、突出社会化参与、建立法治化保障、瞄准国际化竞争,形成市场、社会和政府相互竞争、相互促进、相关补充的人才工作大格局是政府人才工作改革创新的重要方向。
It is necessary to reform the pattern of governmental talent management, and clarify the work path in order to implement the national preferred strategy of talent development. In the "Twelfth five - year" period, we have got significant achievements on the development of talent resources and the construction of talent management system, but some problems was exposed too. For this, we should further transform the government talent management function, make market play a decisive role in allocation of talent resources, and properly handle the re- lationship between government, market and society, to build a governance system of talent development, which could "poly worldwide outstanding talent to use ". The modern public governance theory such as governmental integration ability, cooperation governance, strategic synergy and "open government" provides an important reference for the construction of modern talent development governance system. On basis of the theory, to promote market -oriented way, highlight social participation, emphasize the law guarantee, aim at internationalized competition, and make market, society and government to compete, promote, cooperate with each other is an important direction for governmental talent management pattern innovation in China.
