合作治理中社会组织吸纳专业人才的制度环境与路径分化 被引量:10

Institutional Environment and Path Differentiation of NGO to Absorb Professionals in the Collaborative Governance

摘要 合作治理的本质是国家与社会的良性互动。在国家与社会关系的调整中,社会组织的专业化发展是核心问题,特别是社会组织能否吸纳专业人才。有别于传统研究社会组织的微观管理视角,本文认为,社会组织发生吸纳行为是基于有效合作治理的前提,即社会组织成为治理主体的社会条件与发挥治理功能的制度条件。在此基础上,现有制度环境的多重结构性特征,决定了社会组织吸纳专业人才的路径有所不同,归纳为"嵌入式"定向吸纳路径与"内生式"扩散吸纳路径。前者是社会组织迫于政府推进合作治理的压力引致,后者是社会组织为保证自身使命的持续发展而作出的主动选择。 The nature of collaborative governance is a positive interaction between state and society. In the state and society relations, NGO's professional development is the core issue, especially NGO's ability to absorb professionals. Unlike traditional research of micro - management perspective, the paper argues that occurrence of NGO's absorbing behavior is based on the premise of effective collaborative governance. NGO becomes the governance body of social conditions and plays a governance function of institutional conditions. On this basis, the multiple structural institutional environments determine the different paths of NGO absorbing professionals, which is expressed as embedded directional absorption and endogenous diffused absorption. The former is caused by the pressures of the government to promote collaborative governance. The latter is NGO's active choice in order to ensure a sustainable development of its own mission.
