摘要
构建国家战略公共传播体系,有助于推动国家战略实施,促成国家目标实现。本文基于"战略传播"新理念,提出中国国家战略公共传播体系建设的构想。在传播理念上,要重视协同传播,以受众需求为目标,强化双向互动传播;在传播机制上,要建立跨部门联动机制和扁平化管理模式,完善议程设置;在传播系统上,应包括公共外交、网络舆论、媒体外宣和国防传播;在传播内容上,应重点传播我国的战略主张和核心利益,我军和平、合作、开放、透明的形象,中方参与全球治理的努力,社会主义核心价值观和中华优秀传统文化;在传播策略上,应包括"重点突破、内外一体、融通中外、借船出海";在传播效果上,应建立可操作的评估和问责机制。
To build the national strategic public communication system can help to promote the implementation of national strategy and the realization of national goal. Based on the new concept of "strategic communication", we put forward the idea of public communication system of China's national strategy in this article. On the concept of communication, we should attach importance to the cooperative communication and the audience needs, and strengthen the two - ways interactive communication. On the communication mechanism, we should establish an interagency linkage mechanism and a fiat management model, and improve the agenda setting. On the communication system, it should include public diplomacy, network public opinion, media international communication and national defense communication. On the communication content, we should focus on China's strategic proposition and core interests, the peaceful, cooperative, open and transparent image of PLA, China's efforts in global governance, the socialist core values and Chinese excellent traditional culture. On the communication strategy, it should include "key breakthrough, internal and external integration, international express way, communication by foreign media". On the communication effect, we should establish an operable evaluation and accountability mechanism.
