新疆棉花目标价格政策实施现状与思考

Status Quo and Thinking on the Implementation of Cotton Target Price Policy in Xinjiang

在充分调研的基础上,分析了新疆棉花目标价格政策实施的现状,归纳整理了改革试点中存在的问题,即:政策实施程序复杂、价格体系不完善、补帖发放周期长、采价期时间过短、棉农收入下降导致种棉积极性低;并提出了精简政策实施程序、完善目标价格体系、提升农民素质和建立信息平台等对策建议。

On the basis of investigation, the status quo of cotton target price policy in Xinjiang has been analysised, the problems existing in the pilot reform has been summed up as follows： complex procedure, deficient price system, Long builder issue cycle, falling income declining peasants＇ enthusiasm for cotton. Some sugestions have been put forward, which include simplifying the process of policy implementation, perfecting the system of the target price, improving peasant quality, and seting up information platform.
