摘要 水库移民安置问题是水利水电项目建设成败的关键。移民安置效果评价是对移民生产生活恢复情况的客观反映。水库移民系统具有开放性、远离平衡态、非线性等耗散结构系统的一般性特征,因此移民系统在与外界环境交流的过程中必然产生熵流的涨落。运用熵值理论计算水库移民系统内部相互作用所产生的熵值以及与外界进行物质、能量和信息的交换所产生的熵流,最后计算移民系统的总熵值,判断其结果是否沿着有序化的方向发展,从而达到评价移民安置效果的目的。 The resettlement issue is the key to water conservancy and hydropower engineering project success. Evaluation to the resettlement effect is the objective reflection on the recovery of the peopleys life. The general characteristics of the resettlement system are open, far from equilibrium and nonlinear of the dissipative structure system. Therefore, the resettlement system must result in the fluctuation of entropy flow in the process of communication wdth the outside system. The study applied entropy theory to calculate entropy resulted from interaction inside resettlement system and entropy flow between the resettlement system and outside system. It also calculated total entropy of the resettlement system. Based on the total entropy, it evaluated whether it would develop in normal direction, which could achieve the purpose of evaluating the effect of resettlement.
