中国在中东欧:“1+16”与捷克经验

China in the Central and Eastern Europe, the format 1+16 and the Czech experience

本文在采纳了"十二项举措"(Twelve Measures Program)的中国与中东欧16国格局下探讨捷克与中国的双边关系。它以作者在捷克持续开展的实地调研为基础。作者认为,"1+16"项目似乎主要是为了中国的目的而设计,它将更好地为谁服务,是只为中国,还是也为中东欧各国乃至中东欧范围内的某些地域服务,目前尚不够明晰。为了未来的经济增长,中东欧各国普遍从其他地方寻求更多投资,寻找欧盟以外更多的替代市场。中东欧国家欢迎中国在欧盟东部边缘增加存在,但是假如投资流入没有明显增长,欧洲出口没有增加,则同样面临(各国对华)渐渐失望和正式的"1+16"战略体系流于形式的风险。

The article deals with Czech-China bilateral relations within the format of China vs. 16 Central and East European(CEE) states that adopted the 'Twelve Measures Program'(2012). It is based on the continuous fieldworks conducted by the author in the Czech Republic. The author argues that the1+16 project seems to be designed mainly for the China's purposes, and it is not yet clear enough to whom it may serve better, whether to China only, or also to the individual CEE states, or even to the individual regions inside the CEE area. The CEE countries generally seek more investments from elsewhere and they search for more alternative markets outside the EU for their future economic growth. The countries welcome Chinese growing presence there, but in case of no obvious progress in investments' inflow, as well as not rising European exports to China, there would be the similar risk of creeping disappointment and a mere formality of the official strategic 1+16architecture.
