Research on Evaluation of 10-Year Science and Technology Innovation Policy Effect in Liaoning Province

科技创新政策作为公共政策的重要组成部分越来越受到各国重视。辽宁振兴十年,科技创新政策的实施对全省经济发展方式的转变和提升产业核心竞争力发挥了十分重要的作用。本文从投入、产出两个维度和19个量化指标来客观地评价国家实施首次东北振兴十年来的科技创新政策成效,从而真实、准确、全面地反映全省科技创新相关领域的基本现状,为制定新一轮创新政策提供判断依据。

Science and technology innovation policy,as an important part of public policy, has been attached more and more attention by many countries.It plays an important role to transform Liaoning Province＇s economic development mode and improve industry＇s core competitiveness during the Province＇ s first 10-year development supervised by the central government.With input and output data, via 19 quantitative indexes, the article evaluates the effect of science and technology innovation policy for the first ten-year of northeast development supervised by the central government.It truly and accurately reflects the comprehensive situation of Liaoning Province＇ s scientific and technology innovation and relative fields.A new round of technical innovation policy could be made according to it.
