摘要
当前吉林省产业升级、经济结构调整进入了关键时期,高层次人力资本的流失影响到创新能力的持续性。作为高等教育大省,吉林省的教育优势并没有转化为发展优势。因此,吉林省应进一步挖掘和发挥产业升级、经济结构转型对于大学生就业的有利因素,从发展新经济与培育新动能、着力扶持发展中小企业、鼓励大学毕业生创新创业、发展绿色就业、推动高等教育人才"供给侧"改革等方面,拓宽大学生的就业渠道,提高大学生的就业质量,推进产业升级、结构调整与大学生就业的协同发展。
The current industrial upgrading and economic restructuring of Jilin Province has enterecl a crmcal period. The loss of high-level human capital influences the continuity of innovation capability relied on people. Though Jilin is a province with abundant education resource, its educational advantage has not been transformed into development advantage yet. Thus, Jilin Province should further explore and extend the favorable factors of industrial upgrading and economic restructuring for the employment of university students. In order to broaden the channels of employment and improve employment quality, Jilin Province should develop new economy and foster new momentum. It also needs to make efforts to support the development of SMEs and encourage university students to set up projects for innovation and entrepreneurship, h should develop green employment and promote the reform of "supply front" of high-quality educators so as to advance the coordinated development of industrial upgrading, restructuring and college students' employment.
